Naturalization for Spanish and Latin American nationals
If you are a national by birth of Spain or of a Latin American country, article 10, numeral 3, of the Constitution lets you naturalize in Panama by meeting the same requirements your country asks of Panamanians.
Panama does not set the years for each country: it borrows your country’s rule. You prove it with a certificate that your country’s reciprocity law exists and is in force.
How reciprocity works
The third route of article 10 is a mirror. Instead of the five or three years of residency, Panama applies to you the requirements that your country of birth applies to a Panamanian who wants to naturalize there. If your country is more generous with Panamanians, you benefit. If it is stricter, the ordinary routes may suit you better.

Who can use it
The numeral speaks of nationals by birth of Spain or of a Latin American state. A person who acquired Spanish or Latin American nationality by naturalization is outside its wording and uses the ordinary routes.
What you must prove
Article 120, numeral 12, of Decree-Law 3 of 2008 adds one document to your file: a certificate of the existence and validity of the reciprocity law. That certificate shows what your country asks of Panamanians, and therefore what Panama will ask of you.

Years by country
You will find lists online that give one year for some countries and two or three for others. None of them comes from a Panamanian law, and the requirement can change whenever your country changes its own nationality law. We check the current law of your country of birth before you file.
Renunciation and the exam
Reciprocity lowers the requirements, but the Constitution does not say that it removes the renunciation of your nationality of origin. On the exam, reports of Electoral Tribunal Decree 13 of 2025 describe an exemption for nationals whose country exempts Panamanians from its own exam. We confirm that exemption against the decree itself before relying on it.

Questions people ask
Can a Spaniard apply after one year?
Only if Spanish law asks a Panamanian for one year. Panama applies your country’s rule, and we confirm it with the certificate of the reciprocity law.
Do I keep my Spanish or Latin American nationality?
Panama asks for the renunciation in all routes, and we have not found a treaty that exempts Spain or Latin America from it. Whether your own country accepts that renunciation is decided by its law.
I was naturalized in a Latin American country. Does reciprocity apply to me?
The Constitution refers to nationals by birth, so you would use the five-year or three-year route.
What the law does not say
- Which authority issues the certificate of the reciprocity law and how it is authenticated. The law only names the certificate.
- The exam exemption described for Decree 13 of 2025, until we read the decree itself.
